"Rico Rodriguez is the protagonist in Just Cause, Just Cause 2, and Just Cause 3. He is an operative for a mysterious organization only ever referred to as "the Agency", which may be the American Central Intelligence Agency, and which may be a supernatural order dedicated to causing chaos.
