Replaces the main game City States with Major/Minor locations across all of the Fire Emblem games.

Note, it is sadly impossible to set which units militaristic city states gift. Unlucky.

My list is REALLY digging for city state names. I'm CERTAIN there are some city states that are in groups they shouldn't be in. Please let me know if this is the case.

Military City States work, however we wanted to make it so they gift out unique Fire emblem units, which is impossible. Instead they give out generic Civ V units. Sorry for any confusion.

Why is it impossible to get military city states working? Is it just a bug?
