Suppose it's the Cherokee.
The rights to the names of Cherokee cities (and use of a likeness to their leader) belong to the Cherokee people. So if @thecrazyscotsman develops a mod TCS Cherokee City States he's misappropriating their culture.
As Steam doesn't charge for mods, his IP has zero $ value.
Collective IP is legally recognised in the US for indigenous peoples in some cases. Also in Australia. IDK details TBH.
So a Cherokee wouldn't need his permission to develop a mod of Cherokee if he wished. In fact by using Cherokee city names @thecrazyscotsman actually gives the right to a Cherokee to modify/patch his TCS Cherokee City States mod
