OBO: Sniper, Military Rebalance script

OBO, pronounced "oboe" (yes, like the instrument), stands for "Overall Balance Overhaul."

This is a script that rebalances the Military Sniper. So, basically, the Military Sniper in the vanilla game is the Tier 2 version of the Hunting Rifle, having twice the rounds, the same damage, and just generally being better in every way but accuracy. As part of my goal to make all weapons viable and making the "clone" weapons more distinct from one another, I needed to create a gap between these two weapons.

For this one, it retains its large capacity and fast fire rate, so it'll be the better of the two in clearing out Commons and fighting hordes, while its (relative) drawbacks as opposed to the Hunting Rifle are Special screening and DPS, and being slightly less accurate, especially on the move. Vertical recoil was increased to give scoped sniping more feel, and the same for the spread per shot.

Overall, I simply rebalanced and accentuated this gun's role as a jack of all trades, reliable all-purpose weapon, though not as specialized as my OBO Hunting Rifle. There are few other little changes, all listed below.
