OBO: Rifle Rebalance script

OBO, pronounced "oboe" (yes, like the instrument), stands for "Overall Balance Overhaul."

This is a script that rebalances the M16. The good old, solid rifle, champion of versatility. This weapon only really had one problem in vanilla. On Expert, it took four shots to drop a single Common. Expert is supposed to be hard, but this made the weapon feel weak and tedious to use.

So in addition to setting the damage higher, I rebalanced the DPS and sustainability (length of fire until running dry), which includes a very slight reduction in fire rate. This weapon is the baseline Assault Rifle. Reliable, accurate, and effective, retaining its emphasis on versatility and frontline sustainability. The AK-47 may theoretically have higher sustainability (reloads less often) due to its slower fire rate, but this gun reloads quicker, providing as close to a neverending wall of bullets as you can get in this game. Nothing beats this gun if you're crouched, planted, eyes up and ready.

Dramatic wording aside, the only nerf this weapon has received is a slight accuracy reduction to give the SCAR something special. It will now be near-perfect when crouched instead of pinpoint as before, which also makes laser sights more useful.
