Valve have already taken everything they wanted to from this submission and implemented it in the July 10th 2013 patch (wiki details) but they do not mark implemented item updates with any sort of tag (for whatever reason) so this sits rather uselessly in the listings. I'd set it as private if it wasn't serving as a record of something they'd implemented.
