描述
I feel that rising tide provided way too many features for naval cities, leaving land based cities gimped, for example - gunboats being available from the start or drydocks being superior to same category building - repair facility. This mod seeks to address few of the issues as well as adds few other balance changes.

Changelog:

Moved Ranger to Habitation tech
Moved Gunboat to Physics tech
Increased explorer moves to 3 (still 2 when embarked)
Increased Combat Rover combat by 2
Increased Missile Rover moves to 3, combat by 3 and ranged combat by 6 to compensate for high cost and expensive tech in comrarison to ranger and due to rover needing to set-up.
Improved repair facility to give increased land unit production (+10%) and to give +2 production, making it more comparable to to Drydocks. Increased cost to 115 (it still has inferior quest rewards in comrarison to drydocks)
Improved Cytonurseries to provide +2 production from forest, increased cost to 125 cogs. Wanted to create a building which could rival water refinery without it being a land-only building. The bonus also goes well with the lore of the building.
