Uighur_Caesar's Hejaz

Adds the Kingdom of Hejaz under Sharif Hussein bin Ali to the game.

UA: Race to Damascus: Whenever a Great General is born in a civ with whom you have a DOF, all units receive XP and you receive Great General points. All gun units may move after attacking.

UU: Sharifian Army: Replaces GWI. +1 Movement and double movement across deserts. Receives a slight Combat bonus and no cost to pillage when starting its turn adjacent to no enemy units.

UU: Foreign Operative: Provides a slightly lower combat bonus, but this bonus applies to nearby units of friendly civs. May apply a random class appropriate debuff to enemy units within 2 tiles (don’t stack and are removed upon making peace). This may be done 3 times before the Foreign Operative is consumed.
