Clark Street Mixed Use (2x4 low res growable)

It is my first growable. There may be some kinks to work out.

I made it level 1 so you can see it as soon as people start to move in. I can't get that building level lock mod to work, but if you can and you want to keep this growable locked I encourage you to do so. The alternative is to make your own RICO settings for it, which is what I do. Although I know not everyone hand paints their cities so I kept it growable to meet everyone half way.
