Yes, unfortunately there is an error within the game that the "Always Scrolling" variant does not work if selcted by default. To play with the always scrolling you would have to select it in the multiplayer variants menu.

If you are saying that the map itself does not work then my only suggestion would be to re-download it. I don't have many technical suggestions.
