Changes max warscore from wargoal to 50%, but you can no longer take provinces that are unoccupied.

Other changes (not intentional, side effects of the above):

Reconquest CB only allows you to take provinces you have cores on.
Excomunication CB now gives -30% AE and works on all provinces, was -50% but only on borderprovinces, cores and claims.
Nationalism CB now only allows you to take provinces of same culture group.
Humiliate CB no longer allows defender to take land.

Known issues:
You can take provinces that are unoccupied in no-cb wars.You cannot use CBs that has "Take Province" as the wargoal while at war.No provinces ever cost diplo points, either they are 0 or you can't take them. This essentially removes unjustified demands from the game.
