its not working becuz the huns can not place houses so you have to make TCs for the maxpop to go up

I think I misunderstood what the +1000 pop actually was intended to do. A friend explained that is just raises the limit of the population, and that I still needed to build houses, town centers, etc in order to see it. Sorry
