I have been playing with the reform and rule mod recently, which completely changes what the social policies do. With that mod, my legalism actually does something totally different, so that was not something that I was realy thinking about. In that case, it would be my opinion that this could be lowered to something along the lines of -6, especially if you were playing wide, as would be complemented by the powerful and mobile unique units. Good on you for really comunicating with people, though. You seem to be taking the criticism really well.
I didn't think about that. The -8 gold makes sense now. I would keep it.
The building needed a penalty for it's +4 culture, +4 faith which allows you to get social policies and a religion out relatively early so I gave it -8 gold. I didn't think it was that serious of a penalty because of the Legalism Social Policy on the tradition tree.
So there is a way to lower the 8 maintenance on your monument to 0, by using the social policy Legalism.
First build your monument. (for quick culture and faith).
Just before you unlock the Legalism Social Policy, sell your monument, then unlock the Legalism Social Policy.
And boom you have +4 faith, +4 culture for free on your first 4 cities.
If more people complain about the monument however, I will lower the maintenance cost.
