Beardmonkey - I would not mind turning this model into a functioning Road Maintenance facility. If you'd allow me to do that I would credit you as the model designer and link to this page. I could also make a version as a warehouse if you'd allow it.

Would it be possible to release a version of this building that functions as a Road Maintenance building (as introduced in Snowfall DLC) or alternatively an Industry Warehouse (as introduced in Industries DLC)?

@Kombat Wombat No, there's no props included. The thumbnail images is a bit misleading I'm afraid. I use the More Beautification mod to plop props like stain decals in game. Either use this mod or make your own version of the building in the asset editor.

Are there any props to download with this. When I plop it is has no asphalt/pavement base or anything. Is this something I need to fix in the asset editor?

@baronjutter No, this is a unique building. If you have the RICO mod enabled you can plop more than one.
