Balances all OVN's faction effects from tech, skills, buildings, and items in line with Hecleas Grand Strategy.

I strongly recommend experience with both Hecleas Grand Strategy and OVN Fimir separately so you know what the faction is supposed to feel like before reporting balance issues.
