My favorite final fantasies are VI, IX, and XII, and I hated FFXIII. If you have similar tastes you might find this review useful.
I hated the first FFXIII, it was awful, I wrote a review for it explaining why I have this opinion.
This game is much better, it fixes a lot of the problems the first game had. The structure is much better, there's actual exploration now instead of just straight halways, and more side content besides just killing monsters after long, tedious walks.
Combat and customization is also better. The two main characters are pretty static with what you can do with them but the third party member (a monster) is up to you and you can do a lot with it. Combat is also faster, in the original game sometimes I didn't even want to paradigm shift because the animation was so long. Animations are faster and this game doesn't have trash mobs with huge HP pools like the first game. This is a huge quality of life improvement.
They also got rid of the awful weapon/accesory upgrade system. You just get weapons or accessories and that's it. The complicated and opaque upgrade system from the previous game did not make it more complex or interesting, just more annoying.
These were my main gripes with the original game, the fixes this game brings make it a much more enjoyable experience.
If you played FFXIII, saw a decent game there screwed by poor design decisions, and wish it were better, then this is the game you want. Hell, you don't even need to play the first game, this one comes with explanations of what happened in the first game if you want to watch/read about it.

My favorite final fantasies are VI, IX and XII. If you also like those then this review might be useful to you.
This is the worst final fantasy I've ever played, possibly the worst RPG I've played to completion.
I'm not even going to get into the story, I think it has some problems but nothing too terrible. But this game blows because of how it's structured.
In this game you essentially walk through linear halways, with battles and cutscenes every once in a while. It's like FFX but much worse. This game has no cities, only 1 NPC, and there's nothing else to do besides some side missions that are just more fighting in between a lot of walking. The segment where you can get side missions is also linear, as far as the story goes. You can walk straight through it and not do side missions, but this is probably the most interesting part of the game, and even it is done weirdly. The first time I went through it I did a lot of missions and it was a pain in the ass. There's teleport waypoints you can use but you have to unlock them through missions, and that involves a lot of walking back and forth. There's a lot of times in this game when you're just walking long distances. You can get chocobos, but they're only usable in a small area, and they're very easy to miss (you have to do some specific quests to unlock them, and one of the quest markers is hard to see because it's under something else, I missed the chocobos until very late into the game). Another weird pacing issue is how the game handles items. When you start it gives you a ton of potions and phoenix downs. The potions become useless very fast. In the final dungeon you find the first (and I think only) chest with an elixir, then you find a chest with 5K Gil, at a point in the game where you will probably have over a million. Weapons are also weird, you're supposed to upgrade them but the upgrade system isn't explained well ingame, and it's not a good idea to upgrade stuff until late in the game. I had to use an external guide to not waste resources (after wasting some resources eary), and I'd imagine it's even possible to think upgrading things isn't that important because of how it's glanced over.
The way your character gets stronger is also weird, the crystarium UI is awful and powering up varies from not being too clear how strong you're getting to getting big power boosts after specific segments (I believe this is by design, getting much stronger after some story events, but it does not feel good at all, because I wanted to get bigger power boosts before bosses, not immediately after them).
When I initially wrote this review I said the combat was acceptable, but I think I was suffering from some kind of Stockholm syndrome, because after starting XIII-2, seeing how much better combat in that game is, and thinking a little more about it I realized how bad combat is here. You have too little control over it, and there's too little customization. The most annoying thing is how little control you have over team mates, compared with the gambit system from XII. For example, I frequently just wanted a synergist to cast attack buffs to finish normal encounters fast but he'd cast like 5 defensive buffs on each party member before casting the offensive ones, and there's no way to change this, as far as I know.
The one positive aspect is how good this game looks. That's it. This is like a cake made of just frosting.
Playing through this game was a slog, a miserable experience and I do not recommend it to anyone except completionists who want to go through every final fantasy or a lot of RPGs or something.
