hello
it seems you have issue downloading games under w7 so i guess it's because of the new compression scheme used under cef 123+ that can't be handled under on our old steam client and mine is from april 2023 xd
so if you have issue downloading games, game's update , demos, and probably workshop content, you do not have any choice than using :
steamcmd ( with the mandatory use of -⁠⁠overrideminos switch )

or
depotdownloader
https://github.com/SteamRE/DepotDownloader/releases

just cancel and uninstall game with issue and use one of both tools to download your game
then copy back all the files to the steam game folder and initiate a new download
steam will detect files and start a file check and finally validate all the games xd
