What the f***? I was sent to 3rd mission after the tutorial and there were like 5-6 pirate NPC's and they kicked my ass. Ran off with warp but they almost got me.

It's not breakdown, they're deploying the new expansion right now. Next week at the same time they'll fill the markets with the items you need to colonize planets.
