Comrades, I have come to the realizastion that armed force cannot, alone, topple the oppresors. We must develop our Political wing, winning the hearts and minds of the people, to show them what we really stand for. As of this moment, I order all military and covert opreations be suspened immdieatly and forbid them for the near future. Although recruitment may continue, any further attacks form this point on are un-authororized and those caught carrying thme out will be shot.
