If you've ever played city-life or any of the arma rpg mods, or even GTA Online I suppose you're familiar with the gameplay. A city map which players can populate playing as different roles. Cops, criminals, doctors/emts, store owners.
Players could accidently or through experimentation gain superpowers which they could then level through activities like crime fighting, or crime. People would have to manage super and "real life" activities. Secret identities. Basically a hero game done right.
