At the beginning of the 21st century an economic recession in the United States quickly turned to depression. This event caused the food prices to sky rocket. With much of the populace unable to afford to eat, food riots started popping up in almost every country around the globe. Faced with eradication, the governments of the world formed a secret organization, "JUPE", whose purpose it was to silence the masses and end world hunger.
