Fixed the fosters problem

almost a year ago we(majority of the admins) decided to split up the bank mostly. I wanted to hold on to the fosters dispite others wanting of it, simply to get it bank into the bank. I knew it was skooghts, and i appologize for holding it without his permission, but i did it because i thought we were done with the bank, and i had to find skooght. but its back. with a robo touch.

I was really tempted to edit group permissions to let anybody do anything, but eventually I settled for just turning announcements and events back on. Sorry for being 6 months late on the draw.
