Phalanx
  • Winters appears on certain maps on VH+OK+DW. He does not spawn in singleplayer mode. He can spawn only once per map.
  • The phalanx spawn functions are part of the groupaistatebesiege main loop, so they are called every 2 s except when many units are spawning.
  • If the assault is not active (Regroup phase or no assault), the spawn function does not do anything. Otherwise it increases the spawn chance by a fixed amount and then evaluates this chance with a 120 s cooldown.
  • When the phalanx is in position (i.e. a while after spawning), the transitions Sustain->Fade and Fade->Regroup are forbidden and the spawn pool concept is disabled (no transitions due to empty pool possible). Law enforcers (including phalanx) initially multiply received damage by 90%, and every 5 s the amount is decreased in steps of 5% until 50% is reached after at least 40 s. The actual time required is a bit more because the main loop is usually only called every 2 s. The received damage multiplier is applied right before the damage is converted into granules that define the final damage.
  • Winters is invincible. His minimum health is 20%, and any excess damage has no effect.
  • Phalanx shows no hurt except tased. Update 78 has added a new type of damage, "tased", which is not fully implemented yet. I suppose the next update will turn the phalanx immune to the Buzzer as well as upcoming taser weapons.
  • Phalanx minion hp is 1500/3000/4000 on VH/OK/DW. The damage of a hit is clamped at 10% of the hp, i.e. 150/300/400. Winters has twice the hitpoints, and the hit damage is clamped at 10%, i.e. 300/400/800. The weapon damage type bonuses are applied after the clamping, e.g. Spotter and crits. Explosives get a 6x damage multiplier, also applied after the clamping. Headshot/Crit multiplier is 5.
  • Phalanx does not seem to have the engage attitude.
  • The phalanx retreats when less than 4 minions are left or Winters has 20% health left. The received damage multiplier is instantly removed. The retreat occurs when the phalanx starts moving, not upon despawn.
  • Phalanx retreat forces Regroup phase.



Missing info: Weapon damage and accuracy. They use normal weapon proficiency, but what weapon do they use? Does the phalanx have the engage attitude on any map?

It might be helpful to list the maps Winters does and doesn't spawn on?

"He cannot spawn on any of the following maps: Any Harvest and Trustee Bank, Car Shop, GO Bank, Shadow Raid, Transports (except for Train), Rats Days 2 and 3, Watchdogs Day 2, Bomb: Forest, Golden Grin Casino, Hotline Miami Day 2, Hoxton Breakout Day 1, Election Day Day 2, Framing Frame Days 2 and 3, Four Stores, Mallcrasher, Meltdown, and Nightclub."

I'll find out how many shields spawn alongside him (and therefore the minimum amount of damage you need to do to make them retreat) as soon as I can.

But I'm not sure if that information is worth it. I expect players to quickly become familiar with his spawns.

Apparently the number of shields he spawns with is random? I can't be sure team-mates didn't frag them, but he spawned on a Hoxton Revenge today with an arc of the phlanx missing for a total of 7 shields.

Currently you don't mention the damage reduction if you penetrate the shields e.g. by sniper rifles. I assume it is the same as regular shields then?

Phalanx has 10 minions. Shields work as expected.

Just an assumption from gameplay experiences:

- I believe they use CMPs with normal proficiency as mentioned. I am unsure however if they follow same damage and accuracy tables as normal shields do.

Does Death wish proficiency apply to them as well on said difficulty?

Winters and his men appear to be immune to ECM Feedback and Iron Man ace shield bashing.

I recently had trouble dominating a cop while Winters was on the map even though I tried several times on different cops with low HP (it was Fade as well, but that shouldn't be the reason). No other cops were dominated and I had indeed the dominator skill (as dominating after defeating Winters was no problem anymore).

Coincidence or is there an indicator for this to happen, like a domination chance decrease as there is a damage resistance in effect.

I don't have any issues myself. The damage resistance itself of course means that enemies need to take twice the damage to be severely hurt. With Winters around, my intuition tries to tell me that firing my Lebensauger twice at Elites would kill them, but that's actually the damage necessary to get them to low health.

So anyway, it's probably in your mind. Damage them twice as much as you would normally do and they should surrender just fine.

Winters now appears to spawn more quickly, and apply his DR effect more rapidly. The assault phase problem appears to be patched.

As far as I can tell, the damage resistance is unchanged. Now, the issue with Winters was that neither the transition Fade->Regroup was allowed during hunt nor did he just force Sustain.

The transition Fade->Regroup was possible before the phalanx update. So the transition became forbidden along with the phalanx and then they wondered why the game gets stuck on Fade. Alright.

To fix this, Winters can only spawn during Build and Sustain and starts hunt mode upon spawn. Damage resistance occurs on reaching the final position as usual.

So the game does get stuck on Sustain. In case you were wondering (I certainly was), the transition Fade->Regroup is still forbidden during hunt, though this case never occurs anymore.

I had PocoHud, so I knew the HP of the enemies.
Guess it was just a weird coincidence. After all the whole game was weird. (I joined, put a drill on the diamond and it instantly finished; never have seen this before)
