Are bhai log may I Know whats the location of the srvr and on what ISP the srvr runs ?

the reason is my ISP (D-Vois Navi Mumbai) laggs half of the time (pings around 160) while seems fine another half, so just wanted to know if there is a fix (like using Fibre Cable ISp instead ), or sm1 living in Mumbai can suggest me other ISp's wic hav better pings (<60)

any help is greatly appreciated
