The Louisiana Territory is an extension to the Empire of France. Governed by Armand de Pontchartrain, a Louisiana native, the territory is safeguarded by a well regulated militia, assuring French presence in the region. The territorial government and people within it's authority are loyal to the French Crown of His and Her Majesties of France.

Charter of the Louisiana Territory

ARTICLE I
This Charter hereby officially establishes and recognizes the Louisiana Territory, or simply Louisiana. The territory is laid claim by the Empire of France.

All laws of the Empire shall supersede laws of the territory. Laws not expressed from the Empire are reserved to the territory.

The Louisiana Territory recognizes the soverign, Her Majesty Empress Alexandra I, the crown of the Empire. The territory also recognizes and nobility and office of authority bestowed upon the Empire.

ARTICLE II
The executive powers of Louisiana are invested in the Governor. The Governor of Louisiana shall be appointed by the Emporer or Empress of the Empire of France.

The Governor shall have the authority to establish executive departments as necessary, maintain control over the territory, serve as commander-in-chief of all territorial military, and assist the Empire of France per request.

Other duties of the Governer include establishing laws of the land, and managing legal matters both criminal and civil within the territory.

ARTICLE III
The Empire of France may delegate a liaison to the territory to serve as an aide to the Governor, in order to keep a clear line of communication between the territory and the sovereign. It shall be the duty of this liasion to report all news to and from both entities, and deliver said news at a reasonable time.

ARTICLE IV
All residents of the territory shall enjoy common law rights, civil liberties, and freedoms. They shall also be rewarded the rights and liberties gauranteed under the laws of the Empire of France. Likewise, residents shall be subject to both the laws of the territory and France.
