Not all games have cards.
Free-to-Play games do not give cards just for adding them to your Library, you must spend 9$USD for each drop. Non-F2P games give half (rounded up) the number of cards in the set. Trading/Selling/Using those cards will not give you additional/replacement drops.

The same happens to me, but I have CS GO, why does it say that still? I used the skip game thing lots of times

Same response, post a screen shot of your Badges page that shows you have drops remaining. Glancing over both of your Games lists, it is possible you have received all of your free drops.
