Untrue....SAM uses the EXACT same way of opening games as what Idle Master does
They both only run the risk of a VAC ban if they are used whilst playing on a VAC enabled server...so they dont pose a risk to being VAC banned unless used incorrectly
There is a steam-idle.exe though which works for me if you give it an app id as parameter, e.g. "steam-idle.exe 10" would idle for cards in CS.
Also anything in the install folder is not archived because it's forbidden by the IM website:
