Contrary to popular beliefs, the Empire is not a unified nation ruled by a power central goverment but it is in actuality a massive confederation of fiercely independent states and provinces whos inhabitants are tied together by a common language, faith and a mutual Imperial Cooperation

The Imperial goverment at its head is the Emperor, Despite being technically both head-of-state and commander-in-chief of the Imperial military, the Emperor is not by any means an absolute ruler. He has to share much of his power, influence and responsibilities with the powerful Elector Counts and the ministers of the State Council
