For the Evasivness, 2 way to balance it

Turn evasivness into ranged damage dodge (melee should be able to hit them)
Evasivness is lost only when damage are dodge

or use sv_cheat 79 for 1 second after hit and reduce long-duration stack to 5% ^^

You are correct. But "damage taken from melee" penatly will be added at some point.

Can't you just turn evasivness into "ranged" dodge ? Because scout are now so annoying for Sniper without Uzi, but is weak against Heavy/Pyro/Engineer

Kill work if your sentry kill too
Deploy it and if you get a kill, ugrade your sentry quickly
It also help to held your sentry against group

Banisher
Sniper rifle for Support Control (can be a joke weapon)

(+) on hit : z velocity 1000
(+) on hit : bleed for 3-8 second depending on charge
(+) on crit : jarate for 3-8 second depending on charge
(-) minimal damage
(-) -50% attack rate

Need some explain ?

It will stuck an ennemy on hit to the hitbox, he take damage from bleed and falloff, crit increase a bit the damage

Baseball bat for Defensive Scout

(+) on ball hit : knockback 1000
(+) on ball hit : push back 1000
(+) on damage : recharge 20% of the ball
(-) -25% deploy rate
(-) -25% attack rate
(-) 20% slower projectile
(-) 80% shorter stun (or none)
(-) no random crit

Easly explained

(+) can shoot a heavy ball who knockback on hit
(+) recharge 20% ball on damage
(-) 20% slower attack rate

You would agree with me, the Crit deal 40-100 damage, you can shoot one or two by jump
you hit not everytime, you waste HP, Shotgun, basicly... it's not worth it
