Can you use the sv_cheat in order to use "flying swimming in air"
Their is 2 of these, the swimming one and the flying one
It could help doing what you want
But I still don't see the point ^^

Or can you fusion 2 melee weapon of hoovy ?

according to everyone who tested it

Rocket are way to slow to hit something
Damage are good only at close range

At long range, the rocket are spread, so their wont be a problem to put...
add : -50% damage falloff (reduce damage penality over distance)
add : 10% more rocket speed ^^

Im a Knife lover, when I play spy I oftenly kill paniced people only by hitting them again and again with knife
That why I would love a Knife-boosting Hidden primary such as

Steroid Inject (Hidden primary)

(+) +10% movement speed
(+) +10% attack rate for knife
(+) 25% faster deploy rate for any weapon
(-) -25% cloak regen rate

Luxury Watch (Cloak)

(+) 50% faster decloak
(+) 100% more cloak from ammo
(-) loud sound
(-) -100% cloak regen

Knifemare (the Come back !)

(+) +30% attack rate
(+) +15 HP on hit
(-) backstab deal 50% max health as damage instead of instant kill
(-) on miss : hit yourself

Mann-Zap (sapper)

(+) while deployed : his owned gain a Concechor rage bonus
(-) -15% sapper damage
(-) no extra sentry disable time

That would be a good loadout for me ^^
You can pick some idea in this

For the Six sens
You sacrifice melee for getting a new power
It's a good idea, but -50% damage is a bit like "no idea to balance it"
We should found some specific gameplay that will make players love it (and don't always pick OutBraker)
I would say

While taunting :
Vision on allies & speed boost for 5 second
+25% gesture speed while deployed

on taunt : you glow for 2 second for ennemies (sonnar malus ^^)

While deployed :
20% vulnerability to anything
Slower deploy
-20% damage

But we want a good defensive Mini-gun

For avoid unfunny camping, what about adding ammo drain while spining ?
And also ? Why don't give a sustain to these hoovy ?
You said "no" to the +50 health on kill, but no explaination

he mean, add these stats to the actual stats, not addd only this ^^

for the immobile sentry I would say

(+) +50% resistance while spining
(+) +35% crit resistance (added to the normal resistance)
(+) on kill : +50 HP (need some sustain, if he can't have an engi to repair him ^^)
(-) 20% longer spin up
(-) immobile while spining
(-) no health from anysource
(-) no ammo from dispencer for primary
(-) no random crit

For the Fighting spirit

Add "kill player holding same weapon" like demi-zatoichi do
To help take out max stacked Demoman
As long as it's a ghost blade it won't be strange to add this stats ^^

This weapon is still unbalanced...
20% of player are good market garedener, less than 5% can do it on demo
Now it ask you to go play with sticky instead of shield, that strange

Also, Eyelander and reskins increase bash damage for each head stacked
Fighting spirit don't, so why not add a new perks for it ?
100% more control ? Or...
+1 second of charge ?
30% faster charge rate ?
50% more bash damage ?
Charge recharge on hit/kill ?

I believe the Market Gardener attribute was added to allow an alternate playstyle to the usual demoknight - the Helpful Troll.

For me it's just to say, hey we buffed it ! (Still not balanced but shhhh don't tell them)
Market gardenning is hardcore, even more with demoman who can't rocket jump with the frequency of the solidier
