moderater - Recruit 10 people

Officer - Recruit 20 people

When someone joins and if you recruited them tell me and i'll ask them and if you did recruit then i'll make a list and when you get to 10 i'll ask if you want to be promoted and when you get to 20 i will do the same. And to become Officer you most post 2 announcement.
