The following is the costitution of the Zeek Imperial Republic: We hold votes for government positions weekly. The positions are as follows: Emperor, Tribune of The Plebs, and 2 consuls. The Emperor can start wars, controls the military, votes on important laws, and bring up laws to the council (Emperor and the consuls). The consuls vote on laws, and help run the military. This allows them to declare martial law, and raise a small defence force when the Emperor is absent, but cannot declare war. The Tribune of the Plebs represents the common people in the group, can veto laws that endanger the Plebs. All council meetings must have the Tribune and the Emperor present to be official. If the Emperor believes the Tribune is using the veto for his own agenda and not for the good of the Plebs, he may put the tribune on trial to remove him from office. If the the tribune is impeached/resigns the office is empty for the rest of the week, same goes if the Emperor resigns. If the Emperor wishes to declare war he/she MUST use the following phrase: "People of the Republic, I cry HAVOC" This commences military actions against the target of the Emperors choice. In the case the Emperor has resigned the consuls may declare war only if both have agreed to cry havoc.
If a consul has resigned the position must be refilled though a vote. An Emperor may decide to cry havoc but not control the army, this would involve the consuls taking complete control of the army.
