He was last seen in the vicinity of Pleasent Valley Plazza arguing with a homeless man at about 2:30am. Our mission is to find, and also bring to justice, Devin Dice, A degenerate, a sexual deviant, a suspect in a serial rape case, and a plague on the Waterloo Gay Community, Whom has been on the run for over a year now. He was last seen in downtown Waterloo purchasing, then handing out heroin to elementary school children. This heinous individual must be caught and brought to justice.
