It may lead some people to it yes, but Nationalism as a whole doesn't encourage it.

I just think, *for my people*, my country is more important than any other country. I don't think we're superior than anyone else, I just think that for my people we should focus on our country before anyone elses, as do many nationalists.

I don't know how you can seriously say nationalism doesn't encourage racism / bigotry. At the very least it certainly leads to it.
