Fix cat not getting XP when killing multiple birds quickly
Fix cat losing speed buff on death
Fix bird view angles being reset on death
Serverside optimizations for multiple addons
Fix scoreboard icons (wanted, muted, etc) not being removed properly
Hardened net message rate limits to prevent abuse
Patched a net message exploit that could allow players to hover in place indefinitely
Cleaned up a load of tables and timers serverside for performance
Removed all references to ICE, replaced with the original SWAT jobs
