Ein einsamer Wanderer schließt sich, nachdem sein Dorf von Banditen niedergebrannt wurde, eine Gruppe an die sich "Regierung der neuen Ordnung" nennt. Während er für die Regierungsgruppe Aufträge erledigt, versucht er auch seine Schwester Any zu finden, die beim Überfall auf das Dorf flüchten konnte.
