The MW3 background changer can be downloaded here:

To remove background and reset to default there is a "RESTORE" option to the bottom right corner of the downloaded program.

FAQ: Can I get banned for using these?
A: No, they do not enhance gameplay in anyway.

FAQ: How do I remove?

Right click game -->> Go to properties -->> Local files -->> verify integrity of game files and it re downloads new files.
