Server issues

I`m trying to make a server and figure out how to make myself admin for TF2 and all. (Never made a server before, could use some help.) Sadly, is seems it`s having conenction problems, as when I ask a friend to join, they can`t because the menu says You can`t connect to the server. I am working on this to figure out how to fix it.
