Still want to use mods Offline?

Open XV2PATCHER in your Xenoverse folder and Edit the xv2patcher.ini with Notepad
Program Files (x86) > Steam > SteamApps > Common > DB Xenoverse2 > XV2PATCHER.

Open xv2patcher.ini with notepad
Under [Patches] find Offline_mode = False
Change False to True
Should now read Offline_Mode = True
Save and Exit
