New Pact of Scholars

The Pact of Scholars dos, recreated with new rules.

Rule 1 - Chekhov is auto neutral, but can intervene in wars. Cos' of High Tech levels instantly.

Rule 2 - To fight a war, you have to fight said other leader in a game for each peice of territory or for each battle.

Rule 3 - Chekhov has to be there to view the battle for it to count.
