As of you City 45 is being established by the Universal Union, the population is only a few dozen. The Civil Authority has little control over the city itseld, but they are getting stronger and bigger as more units are re-located to City 45. Many citizens are also being re-located from other cities to City 45. The city is very quite and deserted as of now, but trains come and go from the trainstation every hour, moving in more and more citizens. Razor trains also come and go, a little bit less often, but they bring things like supplies, rations, new units, ammunition, ammo, and other Universal Union utilities.
