To explain just a bit.

Ministers are in charge of the production and affairs of the state.

Industry is in charge of varient weapons and other things.

Generals and Admirals are in charge of war time plans and the management of wartime operations.

Politicians are in charge either of an ideology or a member of a party. Each party may represent either NA, Democratic, Communist, or Fascist. Only one party for each. You make decisions for the group.
