Regardless, there's a known issue / limitation to the 3x branch in which 'Unicode' support isn't much of a thing. In short, if you've configured Windows to use a language which uses Unicode characters (such as Japanese) for non-unicode applications then GameSave Manager acts a little weird.
It's something that will be addressed in the 4x branch, but there's no ETA for it's release unfortunately.
1) Download and install "Locale Emulator" here:
https://xupefei.github.io/Locale-Emulator/
2) Once installed, "Right-click" on "GameSave Manager" shortcut.
3) In the "Context Menu", there should now be a "Locale Emulator". Scroll over it and select "Edit Global Profile List".
4) A "LEGUI GLOBAL" dialog box will popup, under "Location", select "English (United States)". Then check the "Run as an administrator" box.
5) Once done, click "Save As ...", then during "New profile name", save as "English (USA)" (or anything you prefer). Then click "Save".
6) Close the "LEGUI GLOBAL" dialog box once done.
7) Right-click on "GameSave Manager" shortcut, scroll over "Locale Emulator", then select "English (USA)" (or whatever name you saved in step 5).
GameSave Manager should run without issue now. Hope this helps!
