Quick Rule Breakdown:
The goal of mahjong is to make a hand consisting of four sets (three tiles each, can be a triplet or sequence) and one pair. There are two exceptions to this rule: Seven pairs and 13 orphans.
However, in order to claim a win a player needs at least one yaku. See http://en.wikipedia.org/wiki/Japanese_Mahjong_yaku for a list of yaku.

Been a while.

Finally Steam has a riichi mahjong game with internet multiplayer.

It's called Yakuza 0 and for some reason it has this weird but decent minigame collection attached to it. Check it out.
