The city of Chicago, Illinois has just built a new district. However, due to lack of personnel, the police force has been unable to extend to the new location. Gangs have risen to be prominent, and fight amonst each other for complete control over the district.

Grab your money and your friends, and go make yourself some more. Become the neighborhood druglord, or the downtown criminal mastermind. Fight other gangs for territory control and influence, and protect yourself against the City Militia's raids. Everything is possible, at a price.
