Colombia, Ecuador & Venezuela

This is the law maing body of the Confederation of the Americas. This group of Senators and Representatives comprise the Congress. There are two levels in which a law may pass through. They are the Lower Chamber and the Upper Chamber. There are two Representatives from each province which sit in the Upper Chamber, also known as the Grand Assembly. Each province gets one Senator who sits in the Upper Chamber, also known as the Senate. Each Chamber has its own President to split and tie votws. These members are picked by the President. In order for any law to pass, it must first go into the Lower Chamber. Citizens or the President recommends bills, acts and legislation for the Lower Chamber. Once the legislation passes with 51% of the vote, it then goes to the Upper Chamber where is must pass with 75% of the vote. Then the new law goes to the President who will either enact the legislation by signing it, or he may choose to veto it and send it back to the Lower Chamber. If the President does veto the bill and it goes back to the Lower Chamber, the proccess above is repeated.
