To put it bluntly, Sourcemod for TF2 is temporarily broken. We're sure the SM team is working on it. Until then, all plugins on House of Swank and Mantrain are broken. RTV, Teamscramble, all of that does not work as they rely on it. To change the map or do anything you will need Mog, Nyx, Kusch, or myself.
