At this moment, I have plans in order to improve the Soviet OOBs for Manchurian Military District.

Firstly, to decrease upkeep for station troops in the district, 12 of the 18 armies will stand down and be placed in reserves placed on the borders of neighboring districts and vital military bases in the heart of the district.
All reserved armies will resume minor combat training once a week to keep them sharp.

Secondly, extensive rifle training will be provided for the remaining 6 armies under the direct command of myself and 4 of the 6 will be stationed outside of 4 major cities to provide military occupation and protection. The other two armies will be ordered to build a military fort in the nearby mountains.

And last, I propose to build a new military airfield to improve the chances of withholding any attacks from the air or land.
and of course with the permission of the Commander of the Soviet Air Force
would like to transfer a squadron of fighters to be on standby on completion of the airfield.
