About Blender
I just finished sculpting half-mirror of my model. Somewhere around 1M tris
Sculpted it on Zbrush ( no lag at all )
Imported it to Blender, and I suffer minor lag when I pan / zoom around.
And when I entered Edit Mode, it is more lag than before
Question is, is it Blender or my Hardware is not strong enough ? is there other program that can handle million tris better?
System spec :
Processor : quad core 3.3 GHz
Memory : 4096 RAM
Video : NVIDIA Geforce GT 630

In Blender, you only can edit a mesh of this weight with the sculpt tools.....

I don't think this is a good practice, because in blender, when yoy use the Multi-Resolution modifier, you can make models like in Z-Brush, but with much less memory to work on it, and make easier to generate the normal maps of your model.

Take some tutorials, and try this in the future.

I see, so if I get a better processor and RAM, will it make it faster?

Well, Blender use processor, ram and video like this:
processor => render images
memory => hold more info of the meshs to use less HD
video => in mesh edition and helps in the render too.

My guess, improve your memory to 8k and if you can, your video card.
