Demo's mobility with stickies is way too intense for the current map size and could be a really easy and skill-less way to score goals. (not what we are going for)
Demo's ability to block off areas with stickies is also not well liked. He can effectively block the enemy team from grabbing the jack when it spawns, and if your team can grab it uninterrupted, it's an easy score.
Lastly, the Demo's stickies have too much of a controlled knockback. If the Demoman were to place stickies on the goal, he could detonate as the Jack is thrown in, which would send the ball flying across the map.
While we could edit the map to have func_nogrenades around the goal, capture zone, and spawn doors (because spawn camping is also a problem), it would make the sticky bomb launcher completely ineffective and useless. This is why we try and steer people towards shields in the beginning.
Note: I'm far from the most experienced person on this project, but this should sum it up.
